Vietnam cuts key rates for 2nd time in a month

Vietnam will slash two key interest rates Wednesday, the central bank said, the second cuts in a month aimed at countering slowing growth as double-digit inflation continues to ease.

The refinancing rate will be cut to 13 percent from 14 percent and the discount rate reduced to 11 percent from 12 percent effective Wednesday, the State Bank of Vietnam said in an online statement released late Tuesday.

Last week, official figures showed growth slowed to 4.0 percent in the first three months of 2012, its slowest rate in three years as the government prioritised fighting inflation.

The rate was well down on the 5.57 percent posted in the same period last year and the weakest since the 3.1 percent recorded in the first quarter of 2009.

The Wednesday rate cut comes a month after a one percent cut in the refinancing rate -- charged on loans to commercial banks -- which was the first reduction in nearly three years.

The bank last cut the rate, one of several key monetary policy tools, in April 2009, to seven percent.

Since then, it had repeatedly hiked rates, most recently in October, in a bid to rein in soaring inflation, which peaked at an annual rate of 23 percent in August.

Inflation fell in March for the seventh consecutive month, with the consumer price index up 14.15 percent -- still high, but the lowest level in a year.

Last year, the communist country's GDP growth rate was down to 5.9 percent from 6.8 percent in 2010.

The government is targeting economic growth of six percent for 2012, up slightly from 2011, and has said it aims to bring inflation down to single digits.

Last year, Vietnam refocused efforts from economic growth to stabilisation to deal with price rises and other challenges, including dwindling foreign reserves, a yawning trade deficit and downward pressure on the dong currency.

Clinton urges NKorea not to launch rocket

US Secretary of State Hillary Clinton on Tuesday urged nuclear-armed North Korea not to go ahead with its planned rocket launch if it wants a "peaceful, better future" for its people.

"We are consulting closely in capitals and at the United Nations in New York and we will be pursuing appropriate action," Clinton said at a press conference with Japanese Foreign Minister Koichiro Gemba, who echoed her remarks.

"If North Korea wants a peaceful, better future for their people, it should not conduct another launch that would be a direct threat to regional security," the chief US diplomat said.

Gemba spoke of US-Japanese cooperation if North Korea goes ahead with the launch of a rocket it says will put a satellite into orbit -- an event that most of the rest of the world sees as a disguised missile test.

"The United States and Japan would cooperate with each other and the international community, including the Security Council, would take an appropriate measure," Gemba said.

Neither Clinton nor Gemba explained what they meant by "appropriate" action.

Both top diplomats reiterated that the launch would violate UN Security Council resolutions 1718 and 1874, which ban ballistic missile activity.

On April 5, 2009, North Korea launched a long-range rocket which flew over Japan and landed in the Pacific in what it says was an attempt to put a satellite into orbit.

US State Department spokeswoman Victoria Nuland earlier voiced concern that the international news media might be "playing" into North Korean propaganda by covering the rocket launch.

"Our concern obviously would be that the North Koreans would use this for propaganda purposes and that... news organizations that cover it extensively might be playing into that," Nuland said.

"But it's obviously your call how to cover this thing," she told reporters during the daily news briefing.

The usually secretive North organized an unprecedented visit for foreign reporters to Tongchang-ri space center in an effort to show its Unha-3 rocket is not a disguised ballistic missile, as claimed by the US and its allies.

The launch is scheduled between April 12 and 16 to mark the 100th anniversary of the birth of North Korea's founding leader Kim Il-Sung, a significant date as Kim's youthful grandson Kim Jong-Un cements his own power.

Following the completion of the withdrawal of United States Armed Forces from Iraq at the end of 2011, it was critical for the United Nations to continue comprehensive assistance in the areas of political facilitation, electoral support, human rights, reconstruction and development, the Secretary-General’s Special Representative told the Security Council this morning.

“The withdrawal has provided the democratically elected Government of Iraq with the opportunity to turn a page in its history and assert its country’s full sovereignty,” Martin Kobler, who is also Head of the United Nations Assistance Mission for Iraq (UNAMI), said in a briefing that was followed by a statement by Iraq’s representative, Hamid Al-Bayati and consultations on the situation in the Middle East country.

“I firmly believe that UN assistance at this critical juncture in Iraq’s history remains essential,” Mr. Kobler added, as he introduced the Secretary-General’s latest report (see Background). He noted that recent months were also particularly significant due to the 29 March hosting of the League of Arab States summit in Baghdad, along with steps between Iraq and Kuwait to normalize their relations, culminating with the 14 March visit of Iraqi Prime Minister Nouri al-Maliki to the neighbouring State.

North Korea says rocket ready for launch as Russia warns against controversial move

North Korean space officials said Tuesday that all assembly and preparations for a planned satellite launch had been completed, denying it is cover for missile test, as one of the isolated nation's few global allies warned it against the move.

Space officials told reporters at a news conference in Pyongyang that the launch of the three-stage rocket is on schedule to happen sometime between April 12-16 as part of centennial birthday commemorations for late President Kim Il Sung, the country's founder.

In a significant diplomatic move, however, Russia warned North Korea not to go forward with the launch, suggesting the move would violate U.N. Security Council resolutions.

Blair Presses Netanyahu Ahead of Quartet Meeting

Middle East Quartet envoy Tony Blair met separately on Sunday with Israeli Prime Minister Binyamin Netanyahu (Likud) and his Palestinian Authority counterpart Salam Fayyad in an effort to advance the corporatocracy’s agenda of forcing Israel to relinquish its disputed heartland to the Western-backed PA.

The Quartet, comprised of the United States, European Union, United Nations and Russia, was established by former US President George W. Bush as the international body responsible to ensure that Israel surrender all lands won from Jordan during the 1967 Six-Day War.

G20 2012: what can be expected in Mexico?

The seventh G20 summit will be held this year in Mexico. But the G20’s role in the current process of economic recovery, and its legitimacy, are still being questioned.

Academics and activists alike have given considerable thought to the idea of building a social agenda for the G20 to answer questions of legitimacy, and many have rightly identified shortcomings in the G20 process.

Since the 2010 Seoul summit, for example, little progress has been made in consolidating the ‘nine pillars’ that came out of the Seoul Development Consensus for Shared Growth — aimed at promoting development through improved infrastructure, job creation, food security and financial inclusion.

The adoption of a Multi-Year Action Plan to implement these nine pillars was widely acclaimed as a step in the right direction, and since the Toronto summit the G20 has developed a robust system of working groups. But while this elaborate system of meetings has brought immense attention to these issues, little has been achieved in most of the key areas of engagement.

Rather, the euro zone crisis kept member countries on their toes at last year’s G20 summit in Cannes, and the uncertainty overshadowed the rest of the agenda. With nothing concrete concerning development on the agenda, last year’s summit appended several high-level meetings for agriculture and labour ministers, aimed at fast tracking talks on food security and declining employment around the world.

Agriculture ministers met to deal with food price volatility, which had reached a record high and sparked fears of food riots throughout the world. But what has been achieved since this meeting is questionable.

The G20 should focus on regulating the global commodity derivatives market, ensuring that when prices fluctuate the global trading centres remain open and transparent and do not resort to export restrictions driven by ‘profit motive’.

The World Bank predicted that between June 2010 and February 2011, 44 million people were pushed into poverty due to rising food prices, and despite the G20 having identified the reasons for this volatility, nothing was achieved on bio-fuel regulation and commodity speculation at the 2011 summit. Mexico, on the other hand, seems committed to putting the food security agenda back on track, and the G8 summit in Chicago this year is also likely to highlight the Global Agriculture and Food Security Program and L’Aquila pledges to put money into agriculture in the developing world.

The same inconsistency is true with regard to job creation. The 2008 Washington declaration identified the creation of ‘green jobs’ as an important way of promoting economic growth and tackling the global financial crisis. While the G20’s initial policy response at the 2009 London and Pittsburg summits was positive and saved around 21 million jobs, the 2010 declaration on addressing income inequality through ‘minimum wage policies and improved institutions for social dialogue and collective bargaining’ was quickly taken off the agenda in Cannes because of the summit’s strong focus on the debt crisis and the resultant austerity measures.

The Cannes summit nevertheless created the ‘Labour 20’ to ‘institutionalise’ the participation of trade unions, as well as a task force for employment generation. But now the G20 must back this up and start working on youth employment.

Additionally, much still needs to be done to engage low-income countries in the G20 process. South Korea played the lead in setting up the G20’s development agenda, but subsequent action has been watered down. One of the key reasons is the constellation of divergent actors within the forum, such as the Development Working Group, various task forces and high-level ministerial meetings.

The mandates of these groups are not guided by a single vision, and there is a real need to develop a common framework among these actors.

This is especially important because the G20 should be seen to complement ongoing efforts, rather than compete with existing international mandates and institutions. This focus on complimentarity should see the G20 become a forum that aims to settle disputes — on trade, investment, agriculture and climate change — that are otherwise blocked in regular ministerial fora.

Finally, there is a need to sharpen the G20’s core development agenda. Bringing the Doha Development Round to its conclusion, developing infrastructure, increasing employment and putting food security high on the agenda should be core priorities for the G20.

Mexico seems to have targeted the agenda to focus on green growth, infrastructure and food security. This is a welcome development, but it is critical that the G20 countries take this agenda seriously and increase cooperation to follow through on agreements.

On the second anniversary of the ash cloud that grounded Europe’s flights, Iceland is facing further volcanic havoc This month marks the second anniversary of the eruption of Eyjafjallajökull that left millions stranded across Europe, and cost airlines an estimated €150 million a day for six days. But alarmingly, there are signs of high activity beneath the much larger, neighbouring Katla caldera in Iceland – a possible sign of an impending eruption. This should prompt extensive high-level contingency planning across Europe, as Katla has the potential to be much more damaging than Eyjafjallajökull. Since Iceland was settled in the ninth century, Katla has erupted on average every 60 years, but has not had a significant eruption since 1918. Ominously, eruptions of Eyjafjallajökull in 1821-23 and 1612 were followed within months by eruptions of Katla. Judged by the historical calendar, an eruption is overdue. Last July, a flood of water burst from beneath the ice cap on top of Katla, washing away a bridge.

Iraqi Kurds bullish on oil, analyst says

The semiautonomous Kurdish government in Iraq may be trying to gain leverage given recent developments in the Iraqi oil sector, an analyst said.

The Kurdistan Regional Government last week announced it was halting oil exports because it hadn't received a $1.5 billion payment from the central government in Baghdad.

The sides have bickered over jurisdiction over the country's oil sector. Iraq next month, however, is expected to put around a dozen oil and natural gas blocks up for auction during its fourth international licensing round.

Iraq’s new state-owned Islamic bank


The Iraqi Cabinet has approved the establishment of the country’s first state-owned Islamic bank, according to Mudher Saleh, deputy governor of the Central Bank of Iraq.

Saleh also told Bloomberg that two of the country's state-owned banks, Rafidain Bank and Rasheed Bank, opened Islamic banking units earlier this year. Dr. Ali al-Dabbagh, Official Spokesman for the Government of Iraq confirmed that the Two Rivers Islamic Bank will start with capital of IQD 25 billion ($21.5 million).

Islamic banks currently operating in Iraq include: Iraqi Islamic Bank for Investment & Development; Elaf Islamic Bank (formerly: Barakaat Bank for Investment & Funding); Kurdistan International Bank for Investment & Development; National Islamic Bank; Dijlah & Furat Bank for Development & Investment; Regional Cooperation of the Islamic Bank for Development & Investment; Bank Al-Bilad Islamic for Investment & Finance; Cihan Bank for Islamic Investment & Finance; International Development Bank for Investment & Islamic Finance; Abu Dhabi Islamic Bank; and Al-Baraka Turkatilim Bankasi.

Apart from these Islamic banks, according to the central bank’s website, there are seven state-owned banks, 23 private banks and eight foreign lenders operating in Iraq.

US Navy deploys 2nd aircraft carrier to Persian Gulf amid Iran tensions

Dubai, The U.S. Navy says it has deployed a second aircraft carrier to the Persian Gulf amid rising tensions with Iran over its nuclear program.

Cmdr. Amy Derrick-Frost of the Bahrain-based 5th Fleet said on Monday that the deployment of the nuclear-powered USS Enterprise along the Abraham Lincoln carrier strike group marks only the fourth time in the past decade that the Navy has had two aircraft carriers operating at the same time in the region.

The two carriers will support the American military operations in Afghanistan and anti-piracy efforts off Somalia's coast and in the Gulf of Aden.

The warships also patrol the Gulf's strategic oil routes that Iran has threatened to shut down in retaliation for economic sanctions.

Briefing and Consultations on Iraq

Tomorrow, (10 April), Martin Kobler, head of the UN Assistance Mission for Iraq (UNAMI), is scheduled to brief the Council, followed by consultations among members.

This is the second time the Council will receive a briefing from Kobler, who assumed his duties in Baghdad on 8 October 2011.

While no outcome is expected from the briefing and consultations, the fragile political and security situation in Iraq might be of enough concern that some Council members may wish to discuss ways of assessing progress on issues in Iraq more closely in 2012.

The announcement arrived via Facebook and email. It said: President of Kurdistan Regional Government (KRG), His Excellency Massoud Barzani, would address a gathering of Kurds at Marriott Hotel in Tysons Corner. The meeting was going to take place on Saturday, and the President had been in the Washington, DC area since Monday, April 2, 2012. I marked my calendar accordingly. I wanted to see what my President was going to say about his meeting with the President of the United States.

Because the President of Kurdistan uses some Arabic words in his Kurdish, and because I use some Turkish ones in mine, I can’t say I understood him fully. Suffice it to note that when I left the hotel I thought I had understood him at least 80 percent. I need to get rid of the Turkish words from my Kurdish and start watching Kurdistan TV to better understand Berez Barzani. In the meantime, I want to, with these musings of mine, give you a sense of what transpired at the Kurdish gathering.

Iraq Delays Energy Bidding Round

Iraq has postponed by a month its fourth oil-and-gas bidding round, to April 11-12, when it will auction 12 promising exploration blocks to international companies, a senior Oil Ministry official said Wednesday.

It had previously said that the fourth auction would be held March 7-8.

"We have decided to delay...in response to requests from companies to give them more time to study conditions of the licensing round and the draft contract model," Abdul Mahdy al-Ameedi, head of the Oil Ministry's Petroleum Contracts and Licensing Directorate, told Dow Jones Newswires.

US keeps carriers near Gulf ahead of Iran talks

The United States is keeping the pressure on Iran with the presence of two aircraft carriers close to the Gulf ahead of the resumption of nuclear talks with Tehran this week.

"There are currently two carrier strike groups in the US 5th Fleet area of operations," Lieutenant Commander John Fage, a navy spokesman, said Monday.

"USS Abraham Lincoln is currently in the north Arabian Sea (not in the Gulf itself) and USS Enterprise is transiting the Gulf of Aden."

The Enterprise has in effect replaced the USS Carl Vinson, which has left the zone to conduct maneuvers in the Bay of Bengal before later returning to the west coast of the United States.

Compared with many bombs in Iraq, it was not a big one. I had just arrived in the Al Rashid Hotel in Baghdad on November 28 when there was the an explosion a few hundred yards away in front of the parliament building. I thought at first it must be a rocket or a mortar shell fired from outside the Green Zone, but, as night was falling, I drove past the site, which was marked by the burned-out chassis of a car that looked as if a bomb had detonated inside it. I could see no crater, indicating that the explosive must, by Baghdad standards, have been on the small side.

19 Signs Of Very Serious Economic Trouble On The Horizon

Most Americans have no idea how much economic trouble is heading our way. Most of them just assume that everything will eventually "return to normal" just like it always has before and that those running our economy "know what they are doing" and that we should trust them to do their jobs. Unfortunately, these beliefs are being reinforced by the bubble of false hope that we are experiencing right now.


For example, it is being reported that weekly unemployment claims in the United States have fallen to a four-year low. That is a very good thing.

Let us hope that unemployment claims go even lower and that the current period of stability lasts for as long as possible. We should enjoy these last fleeing moments of tremendous prosperity for as long as we can, because when they are gone they won't be coming back.

As I noted the other day, all of this false prosperity in the United States has been financed by the 15 trillion dollar party that we have been enjoying. We are adding about 150 million dollars to our debt every single hour so that we can continue to enjoy an inflated standard of living. Unfortunately, nobody in the history of the world has ever been able to keep a debt spiral going indefinitely, and our debt bubble will burst eventually as well.
