A divorce settlement for the eurozone

The European Central Bank has averted disaster, sparking a powerful relief rally – but nothing fundamental has been resolved. Greece may need another debt restructuring; Portugal and Ireland may need restructuring too. Spain and Italy may yet come under the gun.


Banking crises are hardly ever resolved without removing toxic assets or recapitalisation. The eurozone still lacks essential features of monetary unions that have stood the test of time; and planned reforms may exacerbate latent fiscal, banking and external imbalances, leaving it less, rather than more, resilient to regional shocks.

Splitting up may be hard to do, but it can be better than sticking to a bad marriage. The periphery debt crisis threatens to engulf the core in huge bank capital shortfalls and fiscal liabilities, trapping both in protracted stagnation. This reflects possibly intractable eurozone design flaws. So we propose the following amicable divorce settlement.

Countries leaving the eurozone must rebalance away from growth led by debt, towards export- and income-led growth. Members of a “rump” eurozone should rebalance toward domestic demand. The EU free trade arrangement is critical to this end. Ideally, five distressed peripherals – Portugal, Ireland, Italy, Greece and Spain – would exit, negotiating bridge financing.

Currency realignment would aid this adjustment. It is far better to restore competitiveness through devaluation than by changing relative prices with a fixed nominal exchange rate, which implies protracted debt deflation, potentially ending in disorderly defaults and exits in any case, or sustained inflation above target in surplus countries. There would of course be disruption even in a cooperative, partial dismantling of the currency union, but it would be in everyone’s interest to minimise the damage by adhering to the agreed exit strategy.

Prostitution scandal ricochets through Washington

The Secret Service prostitution scandal escalated Tuesday with the disclosure that at least 20 women had been in hotel rooms with U.S. agents and military personnel just before President Barack Obama arrived for a summit with Latin American leaders. The head of the Secret Service said he had referred the matter to an independent government investigator.

Secret Service Director Mark Sullivan, shuttling between briefings for lawmakers on Capitol Hill, was peppered with questions about whether the women had access to sensitive information that could have jeopardized Obama's security.

Sullivan said the 11 Secret Service agents and 10 military personnel under investigation were telling different stories about who the women were. Sullivan has dispatched more investigators to Columbia to interview the women, said Rep. Peter King, R-N.Y., chairman of the House Homeland Security Committee.

Goldman Sachs doubles profits

NEW YORK: Wall Street titan Goldman Sachs on Tuesday booked a $2.1 billion profit for the first quarter, more than doubling the amount made at the same time last year and smashing market expectations.

Lower revenues in the company's all important investment banking unit - as well as fixed income, commodities, currency and underwriting - were offset by higher revenues from financial advisory and stock investments.

"We are pleased with the firm's solid performance for the quarter," said Lloyd Blankfein, Chief Executive Officer.

"Stronger global markets, together with the firm's deep and broad client franchise, drove improved results across most of our businesses."

In the first quarter of 2011 Goldman Sachs had posted earnings of roughly one billion dollars.

This year earnings per share hit $3.92, more than the $3.55 predicted by investors.

The firm's salary bill dropped 16 percent compared to the same period in 2011, to $4.38 billion.

The company's effective income tax rate for the first quarter was 34 percent

Mexico’s Peso Rallies From Lowest Level in Almost Three Months

Mexico’s peso advanced from its lowest level since January after a Spanish bill sale eased concern Europe’s sovereign-debt crisis is getting worse and bolstered demand for higher-yielding assets.

“The debt sold very well,” Ramon Cordova, a currency trader at Banco Base SA in San Pedro Garza Garcia, Mexico, said in a phone interview. “That is what is generating some risk appetite here in Mexico.”

Mexico’s currency has rallied 6.3 percent against its U.S. counterpart this year for the best performance among the 16 most-traded currencies tracked by Bloomberg. The currency gained as the economy of the U.S., Mexico’s biggest trading partner, showed signs of recovery.

The peso appreciated for the first time in three days, advancing 0.8 percent to 13.1070 per U.S. dollar at 4 p.m. in Mexico City. The currency touched 13.2960 yesterday, the weakest level since Jan. 19.

Mexico’s currency also climbed after the International Monetary Fund increased its outlook for global growth in 2012 to 3.5 percent from 3.3 percent and lifted its forecast for U.S. expansion to 2.1 percent from 1.8 percent. The U.S. is the destination of 80 percent of Mexican exports.

“It’s something that’s positive for the peso,” Cordova said.

Deputy warned the Iraqi List, the introduction of the management of the Central Bank under government supervision.

The MP said Khalid al-Alwani said in a statement received by all of Iraq [where] a copy of it today that "the central bank is one of the independent bodies that are subject to the supervision of the House of Representatives because it protects the Iraqi dinar, which is the property of the people not the government."

Alwani and warned "the process of entering the Central Bank under penalty of government oversight, calling Balmadmr and very dangerous," adding that "its survival as an independent body linked to the Council of Representatives of the best linked to the executive branch."

It’s no secret that the FDA is responsible for some of the most vastly detrimental products on the consumer market, but did you know that they are capable of raiding and confiscating ‘potentially harmful’ substances that only they arbitrate?

Indeed, the FDA, known benefactors of big pharma, have been succeeding in their rampage across natural health remedy stores, and they could be coming to your town next.

After an alleged complaint against the ‘Notion-n-things’ store in Missouri, the State department of Health and Senior Services managed to embargo the company’s herbal products. Only as recently as three weeks ago did the district judge sign the order for seizure of those products.

Remember, this is the same organization that has declared walnuts to be illegal drugs.

US Treasury: Exchange-Rate Policies On Tap For Talks At IMF Meetings

International exchange-rate and reserve policies will be up for discussion when finance ministers and central bankers gather in Washington this week for meetings at the World Bank and International Monetary Fund, the U.S. Treasury Department said Monday.

Finance ministers from the Group of 20 industrialized nations are slated to meet later this week during the annual spring meetings in Washington. While much of the focus is expected to be ongoing efforts to bolster European stability, the Treasury said in a release that officials will also "review efforts to strengthen surveillance of members' exchange-rate and international reserve policies."

An End To China’s Imbalances?

Summary: Global imbalances have been a central theme of the international economic policy debate for much of the last decade, prompted by large and sustained current account deficits in the U.S. and counterpart surpluses in China, Germany, and among many of the oil producers. This paper focuses on the current state of the external imbalance in China, examining the factors underlying the post-2008 drop in China’s current account surplus and analyzing the prospects for the external surplus going forward.

The paper finds that China’s current account surplus should remain modest in the coming years. However, despite the fact that China’s medium-term current account is likely to stay below its pre-crisis range, it is too early to conclude that "rebalancing" has been truly achieved in China. While imbalances do not currently seem to be manifesting themselves as a feature of China’s external accounts, the evidence increasingly points to a rising domestic imbalance as growth becomes increasingly dependent on very high levels of investment.

Credit Unions as Landlords May Increase

Obama Administration Encourages Foreclosure Rentals

Credit unions may find themselves increasingly playing the role of landlord, according to a recent Federal Reserve policy statement and a property management firm that serves credit unions.

The Fed released a policy statement April 5 clarifying its position on the rental of residential real estate owned properties. The Fed doesn’t have authority over credit unions on the matter, but credit unions may be interested to know the paper ominously stated that “with mortgage delinquency rates remaining stubbornly high, the continued inflow of new real estate owned properties–expected to be millions more over the coming years–will continue to weigh on house prices for some time.”

Brent Taggart, senior vice president of client relations for the West Valley, Utah-based Green River Capital, said he thinks his credit union business will grow. The asset management firm currently has four credit union clients through a partnership with the $2.9 billion Mountain America Credit Union. Taggart said that while some housing markets in Arizona, Florida and California have rebounded, others have yet to hit rock bottom.

Oregon Sen. Ron Wyden’s recent daylong field trip from Tokyo to the zone of Japan’s nuclear devastation is worth at least a week in the telling. Bunny-suited with a breathing device for protection against radiation exposure, Wyden walked through the ruined Fukushima Dai-ichi complex and saw what few from the West have seen: another bomb waiting to go off.

The senator is not typically alarmist. But his field notes, followed by letters to Secretary of State Hillary Clinton and Energy Secretary Steven Chu, signal alarm. They paint a picture of extreme nuclear vulnerability, especially in Reactor No. 4.

Wyden completed his tour by asking Japan, with written urgings for help from Clinton and Chu, to sharply speed up a cleanup expected to take 10 more years. His fear is that another big seismic event will trigger another disaster before the cleanup is completed — exposing Oregon and the West Coast to potentially lethal risk.

“What we learned the first time is that radioactivity leaks out quickly,” he told The Oregonian Friday. “If (No. 4) ruptures now, it gets into the air, and that’s very troubling to us in Oregon. This must not happen.” [...]

New standards for financial market infrastructures issued by CPSS-IOSCO

The Committee on Payment and Settlement Systems (
CPSS) and the International Organization of Securities Commissions (IOSCO) have today published three documents that promote global efforts to strengthen financial market infrastructures (FMIs): a report entitled Principles for financial market infrastructures; 1 a consultation paper on an assessment methodology for these new standards; and a consultation paper on a disclosure framework for the standards.

New and more demanding international standards for payment, clearing and settlement systems, including central counterparties, have today been issued by the CPSS and IOSCO in a report titled Principles for financial market infrastructures.

Among other things, the standards will provide important support for the G20 strategy to make the financial system more resilient by making central clearing of standardised OTC derivatives mandatory.


CPSS and IOSCO members will strive to adopt the new standards by the end of 2012. Financial market infrastructures (FMIs) are expected to observe the standards as soon as possible.

Iraq Primed To Be Essential Telecommunications Link Between Europe and Asia

Iraq as a country has been embroiled in war and armed violence throughout the majority of the previous two decades but in light of the current climate in its neighboring countries, Iraq looks to be one of if not the most stable nations currently in the region. This relative stability coupled with its strategic geographic location for directly routing telecommunications cables connecting Saudi Arabia and Asia with Europe is making the country a prime contender in the region to shoulder much of the cable routing for the expected boom in internet use in the Gulf in the years to come.

Rosneft launched projects in the Kara and Barents Seas in 2010 after obtaining four licenses to explore Russia's Arctic shelf. Three of the licenses relate to blocks in the Kara Sea (East Prinovozemelsky 1, 2 and 3) and the fourth one is for the South-Russky block in the Pechora Sea. The blocks are estimated to hold 21.5 billion tons of oil equivalent.

The Kara Sea is an extension of the West Siberian oil and gas province, which accounts for 60 percent of Russia's current oil production. The sea is 40-350 meters deep with difficult ice conditions (ice-bound for 270-300 days a year). Winter temperatures plunge to minus 46˚С. Ice ranges in thickness from 1.2 to 1.6 meters. The Prinovozemelsky blocks of the Kara Sea have been explored using 2D seismic. Estimated recoverable oil resources in the three blocks stand at 6.2 billion tons and hydrocarbon resources at up to 20.9 billion tons of oil equivalent.

Cooperation between Rosneft and ExxonMobil in the Kara Sea and the creation of an Arctic Research and Design Center for Offshore Developments (ARC)

In the autumn of 2011 Rosneft and ExxonMobil signed a strategic cooperation agreement for joint development of the three East Prinovozemelsky blocks in the Kara Sea.

As part of the partnership, the two companies will link up to create an Arctic Research and Design Center for Offshore Developments (ARC) in St. Petersburg, which will focus on research and development. It is to become Russia's first competence center capable of solving all the tasks the company will face when developing shelf deposits.


It will gather global and Russian expertise, develop key competences needed to develop shelf deposits and create new underwater production technologies, including developing ice-class drilling platforms, ships and rigs and underwater systems for oil preparation and shipment.

Barents Sea

In the South Russky block of the Barents Sea lies the North Gulyaev deposit, which contains 13 million tons of C1+C2 oil and 52 billion cubic meters of gas.

Rosneft experts have conducted comprehensive geological and geophysical surveys on the South Russky block to evaluate hydrocarbon resources and geological risks. They have graded the most promising sites and identified key exploration areas.

The work carried out by company experts has helped develop an understanding of the field's key forecast oil-and-gas-bearing zones and formulate an exploration plan for 2012 in order to gain a deeper understanding and more detailed knowledge of prime sites and prepare them for test drilling in the coming years.

Environment

The basic principle of shelf project implementation is unreserved compliance with the tough requirements of Russia's environmental legislation and international agreements at all stages – from design to the completion of drilling and well abandonment.


Rosneft and ExxonMobil experts intend to pay special attention to environmental safety and interaction with the region's indigenous population.

Environmental impact assessment will be one of the key functions of the Arctic Research and Design Center for Offshore Developments. It will be used to monitor and evaluate the impact of each shelf project on the environment as well as monitor and prevent emergencies.

Exxon chief executive Rex Tillerson and Rosneft CEO Eduard Khudainatov signed agreements Monday at Putin's Novo-Ogaryovo residence near Moscow on setting up joint ventures to explore Russian offshore blocks in the Kara and Black Seas, which may cost as much as $350 billion to develop, Putin's deputy for energy, Igor Sechin, told reporters at the ceremony.

Rosneft is acquiring 30 percent of Exxon's unconventional La Escalera Ranch project in western Texas and Harmattan acreage in the Cardium formation in Alberta, Canada and gained the right to 30 percent of 20 Gulf of Mexico blocks, according to a statement from the companies.

"Now we take our relationship to a new dimension," Tillerson said to Putin, who is also president-elect. "We become global strategic partners."

Russia is offering billions of barrels of resources for access to projects abroad and the technology it needs to exploit its own complex deposits in increasingly harsh environments as traditional resources decline. Rosneft and Exxon, which agreed on the partnership in August last year, confirmed Monday an initial $3.2 billion investment to explore in the Arctic Kara Sea and the Black Sea.

"Any substantial reserves in the United States were inaccessible to Rosneft without Exxon's involvement," said Michael Kart, managing partner at Spectrum Partners, which manages $150 million in assets including Rosneft shares. "It is a political move rather than a purely economical one."

Exxon will be able to book reserves, Sechin said. The Kara Sea project may include 15 platforms and require $200 billion to $300 billion of investment, while the Black Sea project may cost about $50 billion, he said.

"Russia needs to open up new sources of oil and gas for the next decade while the Arctic is probably the last undeveloped province that a major producer such as ExxonMobil can access to replenish its reserve and production base," said Chris Weafer, chief strategist at UralSib Financial.

The companies will also study the potential for so-called tight oil fields in western Siberia, according to their agreements.

Putin last week offered tax breaks of as long as 15 years to new offshore projects in Russia. Tillerson thanked Putin for the tax incentives.

Rosneft in turn aims to leverage the Exxon deal to expand internationally and add $100 billion to its value. Rosneft shares rose 0.4 percent to 210.89 rubles ($7) at the 6:45 p.m. close in Moscow, valuing the producer at about $75 billion.

Access to international reserves will cut a discount that investors assign Rosneft for being purely Russian, Khudainatov said in June last year.

Output in the Kara Sea blocks is too far away to be priced in today, Spectrum's Kart said. "It certainly gives some comfort that huge Arctic reserves are going to be realized with higher probability" given Exxon's involvement, he said.

Exxon replaced BP in the Kara Sea project with Rosneft last year. The British explorer's partners in Russia said their shareholder agreement gave the TNK-BP venture, Russia's third-largest oil producer, first rights to projects BP considered in the country.

Rosneft also invited LUKoil, TNK-BP, Surgutneftegas and Bashneft to jointly work on 12 offshore blocks, Khudainatov told reporters Monday.
