The Governing Council of the United Nations Compensation Commission will hold its seventy-third session from 1 to 3 May 2012 under the Presidency of Ambassador Hanns Heinrich Schumacher (Permanent Representative of Germany).
At the opening plenary, the Council will elect a new Vice-President to replace Brazil, whose term concluded in December 2011. South Africa currently holds the other Vice-Presidency.
Delegations from Iraq including representatives from Iraq’s Committee of Financial Experts, Jordan, Kuwait and Saudi Arabia will address the Council at its opening plenary session.

Japan's Top Forex Bureaucrat Warns Against "Rapid" Yen Rise
The Japanese government on Tuesday escalated its warnings about the yen after the currency rose to a two-month high, with its top currency policy-making bureaucrat calling the yen's move "somewhat rapid" and renewing his pledge to act if necessary.
The remarks from Takehiko Nakao, vice finance minister for international affairs, sparked little reaction from the currency market partly because they contained no hints of imminent intervention to weaken the yen, such as threats of "decisive steps."
But like many other Japanese bureaucrats, Nakao usually avoids discussing foreign exchange issues on record, so his decision to speak out is a sign that Tokyo is getting more serious about talking down the yen after it touched Y79.73 to the dollar on Monday, the highest since Feb. 22.
"We are concerned about the somewhat rapid appreciation of the yen since the end of last week," which is "reflecting market speculation," Nakao told reporters at the Ministry of Finance. "We will continue to closely monitor the market with caution so that we can act in a timely, appropriate manner when needed."

This May Day demonstration will be the largest of its kind in a half-century and will take place in cities across the U.S. On May 1, 2012, tens of thousands of people throughout the U.S. and the world -- workers, students, immigrants, professionals, houseworkers -- employed and unemployed alike - will take to the streets to unite in a General Strike against "a system that does not work for us."
May Day is a holiday for the 99 percent. It is a day for people to come together, across all those lines which too often divide us -- race, class, gender, religion -- and challenge the systems that create these divisions.

Asean+3 To Agree To Double Chiang Mai Initiative To $240B
Officials from the Association of Southeast Asian Nations together with Japan, China and South Korea will agree on doubling a regional currency fund meant to help in a liquidity crisis to $240 billion, in a move that will strengthen the region's financial safety nets to help underpin sustainable growth.
Finance ministers and central-bank governors from the group, known as Asean+3, plan to publish a joint statement Thursday announcing a decision to increase the size of the Chiang Mai Initiative from $120 billion, according to a draft of the joint statement.
As well, the group will agree on making itself less dependent on larger entities like the International Monetary Fund, with a decision to increase the amount that each country can tap for support, without having to have a parallel aid package in place from the IMF, to 30% this year, according to the draft joint statement.
Under the current framework, each nation may only tap up to 20% of its individual quota. Asean+3 members, who are convening in Manila on the sidelines of the Asian Development Bank board of governors annual meeting, will agree to boost the percentage to 40% from 2014 "subject to review should conditions warrant" that, the draft said.
As part of the agreement, the members plan to lengthen the maturity for the IMF-linked portion of the funds to one year from 90 days, while boosting the supporting period to three years from two.
For the portion not linked to the IMF, the group plans to lengthen the maturity period to six months from 90 days, while the supporting period will be boosted to two years from one, according to the draft statement.
The pact by Asean+3 comes as the region's economy has posted steady growth so far this year as the impact from the euro-zone debt crisis is reduced. Still, the group remains concerned about an uncertain outlook, and the decision to double the Chiang Mai Initiative is aimed at strengthening the regional financial safety net.
"We are fully aware of the potential downside risks to the region's economic performance in 2012," the group said in the draft.
It also said the prolonged sovereign debt crisis in the euro zone could continue to weigh on Asean+3 economies, while it warned of further inflationary pressures particularly due to rising oil prices.
The Chiang Mai Initiative is a multilateral currency swap arrangement among the 10 Asean members plus its three major trade partners to the north. China and Japan have each pledged about one-third of the fund's current $120 billion resources, with South Korea offering $16 billion and Asean nations pledging a combined $20 billion. Individual countries' quota amount, or what they could actually access in the event of a crisis, is much smaller than the overall pot and determined by a formula.
The initiative is an attempt to avoid a repeat of the kind of liquidity crisis that struck Southeast Asian nations in 1998, though no country has yet sought to tap the fund. Nonetheless, worries about fallout from the debt problems in Europe have prompted policymakers to conclude that the current amount pledged to the fund isn't enough.
Asian Development Bank President Haruhiko Kuroda said earlier Wednesday he believes the worst of the euro-zone debt crisis is over, and he doesn't expect any serious impact on Asian economies from Europe's woes in the near future.
As such, he said assistance measures for Asia such as the Chiang Mai Initiative and the Asian Development Fund are "sufficient" to help Asian economies deal with the global headwinds for now.

During the session, the Governing Council will discuss various issues relating to the work of the Compensation Commission including reports on the activities of the UNCC Secretariat since the last session in October 2011; on the Follow-up Programme for Environmental Awards established by the Council to monitor the technical and financial implementation of environmental remediation and restoration projects; on the arrangements for ensuring continued payments to the Compensation Fund and current levels of income to the Fund; and on the distribution by Governments of payments to successful claimants, the transparency of the distribution process, and the return of undistributed funds.

The United Nations Compensation Commission is a subsidiary organ of the United Nations Security Council. It was established in accordance with Security Council resolutions 687 (1991) and 692 (1991) to process claims and pay compensation for direct losses and damage suffered by individuals, corporations, Governments and international organizations as a direct result of Iraq’s unlawful invasion and occupation of Kuwait (2 August 1990 to 2 March 1991).
The Compensation Commission received approximately 2.7 million claims. The total asserted value of these claims (i.e., the amount sought by the claimants) amounts to approximately $352.5 billion. Ninety-seven Governments filed claims on behalf of their nationals, corporations and themselves, as well as thirteen offices of three international organizations, which filed claims on behalf of individuals not in a position to submit their claims through a Government. They consisted of the claims of individuals for departure from Kuwait or Iraq (category A claims), the claims of individuals for serious personal injury or death (category B claims), the claims of individuals for losses up to $100,000 (category C claims), the claims of individuals for losses over $100,000 (category D claims), the claims of corporations, other private legal entities and public sector enterprises (category E claims), and the claims of Governments and international organizations (category F claims). In June 2005, the Commission completed its processing of all submitted claims. The total compensation awarded amounts to approximately $52.4 billion.
To date, the Compensation Commission has made available to Governments and international organizations approximately $36.4 billion for distribution to successful claimants in all categories. Funds to pay compensation are drawn from the United Nations Compensation Fund, which currently receives 5 per cent of the proceeds generated by the export sales of Iraqi petroleum and petroleum products. The Commission monitors the distribution of payments to claimants by the relevant Governments and international organizations. They are obligated to distribute funds to successful claimants expeditiously and report back to the Commission on such distribution.

Baghdad, Suggested by the Finance Committee in the House of Representatives Najiba Najib obtain financial surplus large due to increased global price of oil, pointing to the probability distribution of wealth derived from oil sales to the people the middle of the current year.
said Najib, according to the Agency (news): The draft law distribution of oil revenues to provide for the allocation of people (25%) of surplus revenues generated from oil sales and distribution of cash to the people through the development of a specific mechanism by the Ministries of Finance and Planning.
She added that the abundance of Finance will appear in the middle of this year, specifically at the end of next June will be assembled in a box and add the money (25%) of the increase achieved in the abundance of Finance last year, and is distributed at the beginning of the month of July next, either through the ration card or by other means determined by the Ministries of Planning and Finance.

Qatar pumps £153m into Barclays bank
A government-backed Qatari firm laid out plans on Monday to invest $250 million (£153m) in a Barclays PLC natural resource investment business.
The Qatar Asset Management Co (QAMC) said it will invest the funds into current and future holdings of a private equity business run by the British bank.
A "substantial proportion" of its investment is destined for the $2.1 billion (£1.3bn) worth of assets already held by the business, known as Barclays Natural Resource Investments (BNRI).
BNRI invests in companies involved in oil and gas, mining and other resource industries on behalf of investors around the world.
QAMC is run by the Qatar Financial Centre Authority, which oversees the Gulf state's financial sector, and the country's Qatar Investment Authority sovereign wealth fund.
Already the world's largest supplier of liquefied natural gas, Qatar has recently been pumping money into mining company Xstrata PLC.

Baghdad, Foreign Minister, Hoshyar Zebari announced that Iraq has made big progress toward getting out of the mandate of Chapter VII.
In a press conference held at the end of the meeting of Joint Iraqi-Kuwaiti Committee, Zebari said that the progress is made through the Kuwaiti side's understanding and cooperation and signing the minutes of joint cooperation that organizes the High Ministerial Committee's works aiming close all outstanding issues between Iraq and Kuwait.
He added that among the issues discussed was the Mobarak Port, where the Kuwaiti side affirmed that it will not affect Iraq's interests and navigation.
Zebari pointed out that a number of protocols on cooperation in various fields will be signed during the visit of Kuwait's Prime Minister to Baghdad by the end of this year

Japanese Prime Minister Yoshihiko Noda on Sunday started a visit to the United States aimed at turning the page on an uneasy few years in the alliance, days after a deal on a thorny troop dispute.
Noda, who arrived at Andrews Air Force Base for his three-day trip, is the first Japanese premier to visit Washington for a solely bilateral visit since his center-left Democratic Party of Japan took power in 2009 elections.
At a White House meeting Monday, Noda is expected to talk to President Barack Obama about boosting defense ties and tensions over North Korea. But the visit will also be heavy on symbolism as the two sides hope to show that the relationship is back on track.
"I would like to exchange views candidly on the vision of a future US-Japan alliance. I want the meeting to be fruitful so that the public can see clear results," Noda told reporters on departure from Tokyo.

Iraqi President Jalal Talabani, powerful Shiite cleric Moqtada al-Sadr, Massud Barzani, the president of the autonomous Kurdistan region, Iyad Allawi, the head of the Sunni-backed Iraqiya bloc, and Sunni parliament speaker Osama al-Nujaifi, held a meeting in Arbil, the capital of Kurdistan in northern Iraq.
Maliki, who was conspicuous by his absence, has been accused by various sides, including Barzani, Iraqiya and Sadr, of consolidating power and moving toward dictatorship in Iraq.

Indonesia made the case for a global initiative to fund infrastructure development at the Group of 20’s (G20) recent meeting, according to a minister.
“During the meeting, all finance ministers and central bank governors representing the G20 countries discussed how to establish a framework to ensure sustainable, strong and balanced global economic growth,” Finance Minister Agus Martowardojo told reporters here on Tuesday.
“Indonesia, during the discussion, managed to propose an agenda that pushes for a global infrastructure funding initiative to be established for the sake of global growth. This initiative will focus on how to develop infrastructure in developing countries,” he added.
Agus said that the initiative was needed to help developing countries improve economic growth and performance.
