Zebari confirms government's keenness to implement the commitments to get rid of Chapter VII
Said UN official support for the International Organization for an end to the outstanding issues between Iraq and Kuwait, with Foreign Minister Hoshyar Zebari, Iraq's desire to fulfill its obligations and the hard work and bilateral cooperation with the State of Kuwait to get to the exit Iraq from the provisions of Chapter VII.
And the transfer of the Information Office of the Ministry of Foreign Zebari confirmed during his meeting with Gennady Tarasov High-level Coordinator for missing Kuwaiti property yesterday, "Iraq's desire to fulfill its obligations and the hard work and bilateral cooperation with the State of Kuwait all the way to end the mandate of the International Coordinator and as a prelude to the withdrawal of Iraq from the provisions of Chapter VII.

China Can Now Monetize US Debt Directly
The Treasury, apparently dissatisfied with the speed of indirect bank and/or Fed-inspired monetization of its exponentially rising debt-load at ever-cheaper costs of funds, decided in June 2011 to allow the Chinese, with their equally large bucket of USDs to bid directly for US Treasuries. As Reuters reports, China can now bypass Wall Street when buying U.S. government debt and go straight to the U.S. Treasury, in what is the Treasury's first-ever direct relationship with a foreign government.

Baghdad, Iraq needs to reform to lessen its economic dependence on the government, and must pay more attention to its tiny non-oil sector, the head of the country's central bank urged in an interview on Monday.
Sinan al-Shabibi, who has headed the institution since mid-2003, called for red tape to be cut to promote private businesses, and said officials should concentrate their efforts on boosting non-energy-related industries rather than the lucrative crude oil sector.
"The government is expanding, too much," Shabibi told AFP in an interview in English at the Central Bank of Iraq's (CBI) headquarters in Baghdad.
"(It is) as if we are relying completely on the government to provide jobs, and to provide development. ... A lot of people think that developing the non-oil sector will take a long time, and probably they go the easy way, the government," he said.

Calls for Security Council members remove Iraq from Chapter VII
Demanded the white bloc countries UN Security Council members who will meet on Wednesday in Baghdad, Kuwait urged to remove Iraq from Chapter VII.

The investment, which in the initial phase will amount to 2 percent of the $77 billion reserves, or about $1.5 billion, will be made through UBS AG and BlackRock Inc. (BLK), Bank of Israel spokesman Yossi Saadon said in a telephone interview today. At a later stage, the investment is expected to increase to 10 percent of the reserves.
A small number of central banks have started investing part of their reserves in equities. About 9 percent of the foreign- exchange reserves of Switzerland’s central bank were invested in shares at the end of the third quarter, the Swiss bank said on its website.
The investment will be made in equity index trackers and will include between 1,500 to 2,000 shares, among them stocks like Apple Inc. (AAPL), Saadon said.

Said the head of the Kurdistan Alliance, Dr. Fuad Masum: We now discuss the papers exchanged between the political parties and therefore are looking things that help ease the problems facing the political process.
He said Dr. Fuad Masum, that these discussions will lead to the development of a unified position for the settlement of disputes between the parties participating in the government.
He said Dr. Fuad Masum, that a meeting of Najaf, which was held at the home of the leader of Sadr Muqtada al-Sadr is part of the ongoing consultations to find common points contribute to overcome the political crisis.
And His Excellency President Jalal Talabani has made during a recent intensive efforts and held numerous meetings with senior leaders and officials of the country and the parliamentary blocs and political parties.
President Talabani called on all parties to make the interests of the country and its citizens above any interest or other consideration, and issued a statement included several points, with the following text of the statement:
Obligation to perform his constitutional duties Keen to the unity of Iraq and in order to collect the floor and consolidate security and stability and provide the best conditions for the advancement of the economy and boost development, made by His Excellency President Jalal Talabani, during a recent intensive efforts and held numerous meetings with senior leaders and officials of the country and the parliamentary blocs and political parties.
President Talabani called on all parties to make the interests of the country and its citizens above any interest or other consideration.In light of these consultations, invite the President of the Republic to:
1. stop the mutual media campaigns and non-convulsive rhetoric and adopt constructive dialogue aimed at finding and promoting the participants and not to expand and deepen the differences.
2. Adoption of the Constitution invoked as a reference to it and respect its provisions and a commitment to the agreements made on the basis of which the Government of the current partnership agreement, including Arbil in 2010.
3. the commitment and adherence to the basic principle upon which the current government, a principle of true partnership in the management of power and responsibility.
4. Ensure the independence of the electoral system as a cornerstone of democracy, and to provide all necessities to ensure an election free and fair elections for provincial councils in 2013 and the House of Representatives in 2014.
5. the referral of cases for determining the service cycles of senior officials in the state to the House of Representatives to consider the proposals on them within the framework of the Constitution.
6. stick hard to the principle of separation of powers and the maintenance of independence of the judiciary and speed up the ratification of the Federal Court.
7. to support and strengthen all the institutions that ensure the independence of the development of democracy.
8. to complete the implementation of the commitments set forth in the Constitution and laws and approve the necessary legislation such as the basic law of oil and gas.

Missouri lawmakers debate U.S. gold, silver coins use as legal tender
Missouri may be the second state, after Utah, to authorize the use of gold and silver coins or special "sound-money depositories" to pay debts to state government.
As the Missouri General Assembly pushes toward adjournment, a bill that originally aimed at exempting gold investors from capital gains taxes has now transformed into the Missouri Sound Money Act of 2012, which would make gold and silver legal tender within the state.
The legislation would also eliminate several state taxes on gold and silver, including capital gains and sales taxes.
House Bill 1637 would allow the establishment of sound-money depositories that would allow citizens to deposit precious metals and use debit cards to pay bills out of those accounts. The depositories would be regulated by Missouri's Secretary of State.

Iraq Meeting Will Decide War
The meeting, this week, in Iraq to negotiate Iran’s nuclear program will decide whether or not the world will go to war. The meeting is between the East (Iran, China and Russia) and the West (U.S., UK, France and Germany). If the meeting goes well, war will be avoided.
If the meeting goes badly, the world will be heading for war. If yesterday’s CNN interview with Iran’s Finance Minister, Shamseddin Hosseini, is any indication, the upcoming meeting will be a disaster.
When asked if Iran would allow inspectors to scrutinize all its nuclear facilities, Hosseini said, “There are conversations and dialogues taking place currently, but there cannot be a hegemony and a double-standard in the treatment of member countries such as Iran.
If these principles can be understood and applied with mutual respect, I think we will be in a much better place. If we don’t, we will witness an increase in international oil markets.” (Click here to see the complete CNN story.) In other words, he sidestepped the question and gave no indication total access by inspectors would be a possibility.

A source familiar with the coalition of state law for the existence of an expected visit to the coalition to the Kurdistan Region in order to talk about the differences between the central government and the province.
He said the source close to Prime Minister Nuri al-Maliki said that a delegation from the State of Law coalition will visit Kurdistan region soon and that a delegation from the region will visit Baghdad as well, adding that such talks will come to end the disputes between the parties.

Tehran, International Atomic Energy Agency chief Yukiya Amano and Iran's lead negotiator, Saeed Jalili, hailed "intensive" and "very good" talks on Iran's nuclear programme on Monday, state television said.
The upbeat assessment was seen as significant ahead of broader, more substantive talks to take place on Wednesday in Baghdad between an Iranian delegation led by Jalili and representatives of world powers in the so-called P5+1 group.
"We had expansive and intensive talks in a positive atmosphere," Amano was quoted as saying by the Persian language broadcaster IRIB, which added that he lauded the "good atmosphere" of the discussions.

Monetary Policy Transmission in the GCC Countries ....
Snip .. The dollar peg provides the nominal anchor for monetary policy for all GCC countries (other than Kuwait), but the monetary authorities in the region employ a variety of instruments to influence liquidity conditions.2 As the peg to the U.S. dollar restricts the independence of monetary policy, macroeconomic management mostly relies on fiscal policy, prudential regulation, and various controls to achieve the desired balance between price stability and growth.
The pegged exchange rate regime provided certainty about future exchange rates and was overall successful in anchoring inflationary expectations at low levels.
Nevertheless, the GCC monetary authorities conduct monetary policy and manage short-term liquidity conditions through open market operations and standing facilities, while using liquidity and reserve requirements,long-term government bonds, and macroprudential instruments to manage structural liquidity conditions.
In light of the openness of the GCC capital accounts, it would be reasonable to assume these operations have a limited impact on interest rates, as we would expect interest rates to converge quickly toward U.S. nominal interest rates. However, in several instances, interest rates in GCC countries have deviated vis-Ã -vis U.S. rates

Monetary Policy Transmission in the GCC Countries
Summary: The GCC countries maintain a policy of open capital accounts and a pegged (or nearly-pegged) exchange rate, thereby reducing their freedom to run an independent monetary policy.
This paper shows, however, that the pass-through of policy rates to retail rates is on the low side, reflecting the shallowness of money markets and the manner in which GCC central banks operate. In addition to policy rates, the GCC monetary authorities use reserve requirements, loan-to-deposit ratios, and other macroprudential tools to affect liquidity and credit.
Nonetheless, a panel vector auto regression model suggests that U.S. monetary policy has a strong and statistically significant impact on broad money, non-oil activity, and inflation in the GCC region.
Unanticipated shocks to broad money also affect prices but do not stimulate growth. Continued efforts to develop the domestic financial markets will increase interest rate pass-through and strengthen monetary policy transmission.

Dani: the reluctance of some Parties to withdraw confidence from the government of Maliki, not out of fear but from the deterioration of the situation
MP said the coalition in Iraq Nahdhaldaana that the parties reluctant to withdraw confidence from the government is not worried about the people of al-Maliki, but the situation worsened after the withdrawal of confidence in Maliki's government.
The Daini (the Agency news) said on Monday: There is a new deadline given to the Government within the decisions of the Meeting of Najaf intended to deliver a message to the second party that there are solutions that can be implemented during this period, pointing out: that the withdrawal of confidence from the government is not talking right or Capricorn as that there are parties within the National Alliance, and even within the Iraqi no-confidence are not convinced this is not for al-Maliki, but fear what will happen after the withdrawal of the confidence that may have been entering the country in a downward spiral or in a civil war and the problems of ominous.
Daini and confirmed: that Iraq and even politicians are accustomed to be the solution in the last minute and because of this compatibility, which weakened the government and parliament, which will remain until the end of the current parliamentary session.
This is timed out of the 15 days set by the cleric Moqtada al-Sadr to Prime Minister Nuri al-Maliki in the letter sent by the leader of the National Alliance, Ibrahim al-Jaafari Thursday (17 May 2012), which was given out again to start the implementation of decisions of the meeting of the five leaders in Arbil, which was held the 28 of last April, which included a focus on the importance of meeting the national need to adhere to its decisions and that came out of and commitment to the Constitution which defines the form of the state and the relationship of the three powers and the independence of the judiciary and the nomination of the names of the security ministries to be ratified by the House of Representatives during the week.

To get a feeling for what being sick in America is really like, and to help us understand the findings of our poll with the Robert Wood Johnson Foundation and the Harvard School of Public Health, NPR did a call-out on Facebook. We asked people to share their experiences of the health care system, and within 24 hours, we were flooded with close to 1,000 responses.
The stories, often lengthy and detailed, echoed what our poll found: Americans with recent firsthand experience of the U.S. medical system are more likely than the general public to say there are serious problems with the cost and quality of care.
From Oregon to Florida and Maine to Mississippi, Facebook respondents told wrenching tales of bankruptcies, missed diagnoses, medical errors, miscommunication and treatment that was delayed or foregone because of its cost.

According to a member State of Law coalition National Alliance MP Mansour al-Tamimi, the National Congress is the only option of the political blocs to get out of the political crisis.
Tamimi said that the consultation meetings held between the political blocs, did not succeed in resolving the political crisis, and the blocks have to resort to the National Congress, because he is the only option to resolve the crisis since its inception until now.
This arena is witnessing political differences between most of the blocks, and aggravated the State of Law coalition and Iraqi forces on the one hand and the Kurdistan Alliance on the other hand, at the time held by President Jalal Talabani, a series of meetings in an effort to resolve the crisis, without being clear what has been reached during these meetings.

U.S. reconnaissance shows the rise in popularity among Iraqis Nuri al-Maliki
An opinion poll conducted by the U.S. National Democratic Institute for International Affairs, the increasing popularity of Prime Minister Nuri al-Maliki, his rival for the declining popularity of the Iraqi leader Iyad Allawi.
The poll, conducted by the organization that works to support and promote democracy around the world, al-Maliki's popularity has risen to 53%, an increase of 19 points higher than in October 2011.
The survey identified this group as the pro segment of citizens in the past that showed dissatisfaction with the Maliki government before, and was supporting the leader of the Sadrist movement explicitly.
The increased popularity of al-Maliki in Baghdad and the south by 12%, while in the West rose by 11%, and in the north by 1%, while Allawi's popularity has fallen to 32% similar to the President of parliament, leader of the Iraqi List, Osama al.
It should be noted that this survey included two thousand Iraqi citizens were questioned face to face, and conducted by the American Institute between the second and twenty-second of April.

The United States has agreed to sell unarmed surveillance drones to Iraq's navy as part of an effort to help protect that nation's oil exports amid growing tensions in the Persian Gulf and to strengthen U.S.-Iraqi ties.
"They understand the importance of the mission to protect its oil platforms," said Army Lt. Gen. Robert Caslen, who heads the U.S. Office of Security Cooperation-Iraq.
The office, which operates out of the U.S. Embassy and manages U.S. military sales programs in Iraq, confirmed the sale of drones but declined to say the model or number of drones that are part of the contract.

Memorial Day
Memorial Day is observed on the last Monday of May. It was formally known as Decoration Day and commemorates all men and women, who have died in military service for the United States. Memorial Day started as an event to honor Union soldiers, who had died during the American Civil War. It was inspired by the way people in the Southern states honored their dead. After World War I, it was extended to include all men and women, who died in any war or military action.
Memorial Day was originally known as Decoration Day. The current name for this day did not come into use until after World War II. Decoration Day and then Memorial Day used to be held on May 30, regardless of the day of the week, on which it fell. In 1968, the Uniform Holidays Bill was passed as part of a move to use federal holidays to create three-day weekends. This meant that that, from 1971, Memorial Day holiday has been officially observed on the last Monday in May. However, it took a longer period for all American states to recognize the new date

May 20, 2012Today we find ourselves basked in a great workload, where beings from many different star systems throughout this universe are coming and going and assisting in their own ways make this a smooth transition for this planet and her people. We busy ourselves with pressing matters of the day that often deal with matters concerning tectonic and environmental structures that need to be monitored and need to be constantly adjusted to safeguard all that is precious on this planet. We sometimes journey to the outer surface of this planet to perform tests and to monitor seismic events and the effects they have on the outer surface world throughout your cities.
We have made plans to prepare your outer world for the coming seismic events that could cause a few problems for you. We wish to assist you, our brothers and sisters, when it is deemed an appropriate time for a meeting between our two worlds that share the same planet. We have eagerly anticipated a meeting with your people for quite some time now. We find it surprising to learn how many of your people on the surface world have no idea about our existence. This has been one of the better kept secrets of your civilization. Cover-ups and outright lies have led your people to believe the inner Earth is comprised of nothing but rock and sedimentary layers. This is hardly the truth, as the inner realm of this planet is a place of great expansiveness beauty, color, sunlight and beings from many different places, not just from this planet.

May 20th through May 26thThis week, May 20th through May 26th, begins as the powerful Solar Eclipse provides the fireworks of the shifting energies. Sun moves into Gemini and ignites the atmosphere with a breath of fresh air as the magic of the Solar Eclipse begins. This solar eclipse becomes the symbol of new beginnings. We have finally moved beyond the past and are now sailing in the open ocean.
The Gemini winds billow our sails as we fly across the waters past the old situations, circumstances and barriers. We are expanding into our new environment through the changes of this month. This information will also date back to May 13th when Jupiter connected to Sun. Now with Jupiter connecting to Mercury, we have the information needed to move into freedom. Thursday additional information comes streaming in as Mercury shifts into Gemini, opening the floodgates.
Riding the waves of freedom with the sunlight of new beginnings we begin to feel the surge of energy that is dissolving the challenges and situations of the past. Mercury shares the important information with Venus retrograde, bringing forth healing and resolutions.

in a move aimed at resolving the political crisis worsening, called on Prime Minister Nuri al-Maliki's political blocs to hold a meeting in Baghdad, after support for the initiative of President Jalal Talabani during a meeting took place between them yesterday.
The invitation of Prime Minister in time it decided the National Alliance held a meeting of the whole political view in a meeting in Najaf yesterday.
And discuss the President with the Prime Minister the current political situation in the country and ways to reach a national accord permanent and stable in the country.

They’d wanted to “blockupy” Frankfurt, Germany’s money capital, for four days to protest against capitalism, the power of banks, and the wave of austerity policies, and they’d wanted to shut down the financial center with concerts, marches, and speeches. But the city government issued a blanket prohibition—highly controversial in an otherwise democratic country. Blockupy appealed, but the court rejected the appeal on a technicality.
Wednesday, Thursday, and Friday, about 5,000 police officers turned the financial center into a fortress, shut down two subway and commuter rail stations, and installed checkpoints. The ECB building was sealed off. As soon as a few people got together and someone started playing a guitar, police descended upon them and scattered them like roaches. And so it accomplished, ironically, what Blockupy had failed to accomplish: blocking the financial center and shutting down life within it.
Saturday, the one day when demonstrations were allowed, 20,000 people, according to the police, marched through the center—peacefully for the most part. It was an eclectic group of all ages from all over, including topless women with their torsos painted in the glorious blue and yellow of the EU. There were Spaniards, Italians, and lots of French. Two thirds were estimated to be over 30. But there was a common denominator: they accused the political elite of trying to satisfy the financial markets at the expense of the people.

Greetings and Salutations;
The folks have devoted themselves to much structural re engineering this past week as everybody got pounded by the media with big piles of horse manure. Not even flies like that stuff. Everything taking place, the G8 meetings and Nato, are more coinciding events than calling anything, world leaders know the Big Shift is afoot and so it has been more prep than anything else. Austerity is not working in europe, can't starve yourself to proper health...duh. Keep that up and folks will be storming the castle with torches, like an old frankenstein movie. Over in the us, they are preaching, trickle down economics again, and that's called stupidity. In the present atmosphere, reagan couldn't even win in the republican primaries. And the first republican, Thomas Jefferson, wouldn't have had a prayer in hell. The first person Teddy Roosevelt went after was JP Morgan...sound like we're reliving something there? The bridge is out and we can't go back to the 19th century.
I read the 'rabbit hole' thing, well, that must be an alternative tunnel, because I've been down here for a long time and that's not what I'm looking at. Don't for an instant think maliki is holding up the rvs, one monkey don't stop no show. Everything goes at once. pp's and rvs, they are locked at the hip. A few months ago a vip offered him a trip to get his 72 virgins early if he'd like if he didn't sign the docs. He signed ze papers. From henceforth it's been up to the matrix, but if they don't know about the reality of the matrix, the talking heads are free to point at political leaders as being the cause of this or that. There's something called the Law of Inevitability and that's what everyone on this planet is confronting. The noise we're all hearing is what's causing it, kicking and screaming some folks are being drug to it. You readers are who will benefit from it....even the folks who gave up and can't stand reading my missives. Cussing me out won't help the river flow faster to you. I was prepped 30 years ago. The folks at the St Germain trust were waiting a whole lot longer than most have been alive to get this over with.
I don't have permission to tell everything I know, at this point. You will 'SEE' what I've been pointing at shortly and that will be plenty for your grey matter. There's a lot of grinning and weeping going on right now and I'll let it go at that.
